I would say Silent Hill. It's just disturbing. Resident Evil is only surprising when you first play it, because the only scary parts are where monsters jump out at you. And for Eternal Darkness... insanity. It was cool how you actually had an insanity meter/bar. And when it was low, your character would start seeing things. Hee hee hee...

Primal - Too much action for any tension to set in. Clocktower - Number 3 is very disturbing... Evil Dead: AFFOB - Funny, but mainly just chaotic. Resident Evil - 3 was the scariest of the lot. Even the Original's remake and 0 weren't scary. They made you jump though.
The winner. Why? Read:
I first played the original Silent Hill demo, and I really crap my pants. The enemies wouldn't die, ammo was short, and the monster liked to appear from nowhere.
Silent Hill 2 built up tension a lot, which was effective, but sometimes boring. However, I can't count the number of times I turned off my light, and turned it back on to find a monster next to me , before trying to fir my gun upon it, which just so happened to be empty...*whimpers*
Silent Hill 3, was more action based with heavy weaponry, but was much more disturbing and made you think a lot, which gave you a feeling of uneasiness. Expecially when one fo the puzzles, requires you to make an uncomfortable decision to get a better score (I think).
Or you could just be locked in a room with a copy of The Tweenies or Tellitubies. Never will you be the same again...

You could kill the monsters in Silent Hill 1,when they seem unconscious and do not move but the radio is still making noises then aim at the creature and shoot to assure yourself it's dead,if the radio continue to make noises after you did that,then prepare yourself cause there's another monster coming.

Uhm...can you say Parasite Eve II? I mean, come on, that game is so messed up. In the beginning scene, where the lady in the cafateria morphs into a f***ing horse-like, biped thing...*shivers* The only relief in that game is that you have HP & MP. In RE, you have depend on a random amount of health that you can't perfectly indentify! It doesn't make it scary, it makes it horrifying. Scary and horrifying is 2 different worlds for me.

Never played Silent Hill, never planning to.
But in the style of disturbing, not scary, is American Mcgee's Alice. Try that one.

Uh... I remember playing about Silent Hill for 2 minutes... I threw it out the window today.
I also remember seeing this horrible into in the game Fear Effect 2 for the PSX. It's about some woman in a surgery, and then she starts shaking and then she explodes. I bet it's because I was 10 at the time...
I remember playing Tenchu 2 for the PSX/PS2 (don't remember). I killed a bad guy, and then turned on the TV and watch Pokemon. 0.o After 20 minutes, I killed another bad guy and then watched more of those stupid cartoons. It was THAT scary. But really, the Tenchu series is great.

Yoshi's Island.. just... aagh.. Well, speaking of Yoshi... my friend almost cried to the Yoshi's Story theme, because he thought it was sad. I laughed at him for his stupidity, then... that was it. Anyways, you cannot compare anything to the game Hugo's House of Horrors! The scariest part is when you turn on the game, and it has... VGA graphics!

I recently bought Silent Hill 2 (for 24 bucks, STEAL... well by British Columbian standards) and in the beginning it scared the bajeezus outta me. The radio static that emits when you're around a monster was scary but I gradually became immune to that. But in the beginning when I was walking the streets of misty SH I strolled past a big white van and a corpse ran out from underneathe it... it was hilariously scary XD Forgive me if I already told that story (..) Actually I think I'll go play SH2 now, I just got to the museum place.

Wow! I just bought Silent Hill 2! For £13, converts to about $10 I think...? I'm only in the apartment building, but it's impressed me a helluva lot so far. The demon under the van made me jump a lot too. Edit: Wait, I got it the wrong way round, it comes to about $20. Forgot that $ > £

Personally, after seeing Resident Evil 1s intro movie (psx) i didnt find it scary at all. I just rememberd the actor that played chris in the intro movie, and voila, fear is gone.
