The RTP is the Runtime Package. It features the default graphics, with which if you choose, you can use solely. However, like yourself, people find the need to look further for resources. That's where the "Resources" sections on sites come in handy. Normally, the resources are neatly sorted into categories which reflect the folders in your RTP. From these sites, you can download numerous resources, either straight into your RTP folder, or create a separate folder, and import the resources into your game via the Import button on the top of the RPG Maker screen. There is only one Runtime Package, you merely add to it.
Sorry if I sounded even the least bit patronising ;D.

RTP contains: Charasets, Chipsets, Battle Backrounds, Music, sounds etc. I said it was scary 'cause most people don't like RTP, think it's ugly. So, it looked (Not sounded, looked) like you want that ugly thing.

Ditto to what CSC said... I'd reccomend keeping your chips in a seperate folder from the rest. It clutters the rtp folder with unecessary junk, and can be confusing with what you have in your rtp folder and what is in your game folder. Choice is up to you though.

you could get the rtp update or just transfer all your files to the rtp files so that they become advailable for all games
