Alright, here's something I noticed. Most people here prefer fantasy settings, but I'm a sci-fi lover. I want to create a setting where sci-fi fans can RP together. There will be high technology and psionic powers instead of 'normal' magic, so keep that in mind. Also, the sci-fi will have a varying level of technology, so different types of sci-fi can co-exist.
Here's the set-up for Neo-Terra:
Sometime in the future, a lunar base is constructed. The personnel on this base soon uncover something strange, though. A tablet is found under the surface of the moon, obviously not created by human hands.
The tablet has several messages about Doomsday written in modern Earth languages, and taken from a variety of sources (Bible, Quran, plays, movies, etc.).
Soon afterwards, contact with the base is lost. That's just the beginning of the end, though.
A rescue operation is prevented by mysterious, massive storms that seem centered around population centers and aerospace facilities. Soon, these storms kill hundreds, cause billions in property losses, and make millions homeless.
Soon afterwards, construction on a huge shelter, Terros Colony begins. Terros is underground, and built to be totally self sufficient. However, an enraged Mother Nature has other plans.
Earthquakes begin to rock the already battered cities. Freak tidal waves and tsunamis wipe out coastal regions. Volcanoes erupt were there was none previously. Electrical storms erase data from computers and digital devices. Windstorms pick the flesh off refugees' bones. Oddly, all seem to be centered on human population centers.
There are two more blows to human civilization. The nuclear arsenals of world powers seem to activate on their own accord, and target remaining human cities, such as those inland and out of range of fault lines or volcanoes. Needless to say, few are left. Those few that are left are attacked by mutant forms of animals.
There is one major bastion of civilization left: Terros Colony. However, an earth quake sends it deeper into the planet's crust. While shaken, the colony survives. Driven by their hostile environment, new technologies develop that let them to support and expand their population.
One hundred years have passed. Everyone is too afraid to return to the surface. Terros expands peacefully into a democracy, until an accident in one of their automated mining outposts. A robotic miner apparently finds a tablet similar to the one found on the moon a century ago.
However, this one says one message in several languages: It is time to see what you have missed. After that, no disasters happen. While the Terros Colonists are shaken, they decide to take action. It is time to return to the surface. Scouts are sent, and it is unknown what they will find on the surface of Neo-Terra.

Terros Colony (think a giant, metal sphere with a city inside)
Special Technology: Nanotechnology, Bioengineering, Cybernetics, Limited Space-Time Bending (short range teleportation)
Society: Capitalist Democracy
Territory: Several massive caverns, plus automated outposts
Comparable society: Federation in Xenosaga, but humans are modified not to age
Ruined Continents:
North America
Terrain: Barren Wasteland
Powerful Groups: Road Raider Gangs, Mutants
Comparable setting: Mad Max
Europe
Terrain: Newly-Lush forests, but many flooded regions
Powerful Groups: Neo-feudal kingdoms, Uplifts (Animals brought to self-awareness), Biocons (Biological constructs, like a dog programmed through genes)
Comparable: Dark Ages, but with some modern/advanced items floating around
South America
Terrain: Rainforests
Powerful Groups: Mutant Tribes, Uplifts, Psion Humans
Comparable: Pre-Columbian days with a bit of modern items floating around (old railways, guns, cars, etc)
Africa
Terrain: Varied with jungle and wasteland
Powerful Groups: Uplifts, Human and mutant tribes, Psion Humans, Biocons
Comparable: Modern Africa (Not to sound racist, but Africa is now truly feral again in this setting. EVERY faction competes for dominance)
Australia
Terrain: Varied with jungle and wasteland
Powerful Groups: Neo-feudal humans, pockets of shelters (Australia got hit the least), Remnants (remaining robots gone nuts)
Comparable: Fallout, but with jungles.
Asia
Terrain: Jungles
Powerful Groups: Neo-feudal psion humans, Remnants, Uplifts, Biocons
Comparable: Feudal Asia with psionic powers and a couple remaining items
Antartica
Terrain: Ice
Powerful Groups: Biocons
Comparable: None.
I was thinking you would choose an origin (from one of the continents or Terros), explain your character/community, and problems they might have.
Races:
Human- Two subtypes
Augs- Terros stock. Normal humans augmented with nanotech, cybernetics, genetics, or sometimes, all the the above. Many have extended lifespans, since Terros has no need for population control.
Surfacers- Some purebred human stock escaped annihilation and mutation.
Uplift-Self-aware animals- Two main subtypes
Simps- "smart" Chimpanzees engineered into self-awareness. Used as expendible workers before the fall of humanity, but now start their own society.
Dolphin- Playful dolphins were the most intelligent oceanic mammal. Some were brought to self-awareness, and started their own underwater societies. Some have been known to attempt to go to the land, but with 'inverse scuba' gear.
Other breds exist, but less common.
Mutant-Altered humans- Varies. Some are merely humans turned into large brutes, many of which have deformed limbs.
Robot- Two subtypes.
Fleshkiller Remnants- Insane robots bent on destroying all organic life. Called the Metal Gods by primitive tribes.
Reconstructist Androids- Robots that see a need to rebuild civilization where all can live peacefully. Made in Terros. Came in Worker, Thinker, and Soldier models.
Biocons-From before the fall. Organisms altered to do the work of machines. Short for biological construct. Type varies, but humaniod biocons are the most powerful ones. Organize themselves into tribes.
Here's how I imagine it starting. You post a character sheet, as well as a community that the character is from. (Whether it's Terros or something you envision, like a road raider gang in North America).
I will throw things in your direction that will lead the characters to cross paths. There will be an overall story line, or if I feel it's too confining, I'll made it a persistant world instead.
Character Sheet
Name- Obvious.
Race (Subtype if applicable)- If mutant or biocon, explain your mutations in the special abilities and appearence section.
Appearence- What they look like, such as hair, eyes, build, etc.
Age- How old they are.
Weapon(s)- What they use for defense. Try to keep a three-four weapon limit.
Gear- Other gear, like armor, tools, and so on.
Special Abilities- Try to make these biological or psionic. No magic.
Personality- Motivations, moods, outlooks, etc.
